BSNL, though not empowered legally, has issued a letter to know willingness from members for absorption under pension Rule 37 (Pro-rata pension). The sample calculation of GS ITSA is attached for perusal of all (click to download). It should be eye opener to those who have been advocating for pro-rata pension. He will not get pension as I have not yet completed 20 years of service but even presuming that it shall be allowed, I stand to lose about Rs 35 lakh compared to that possible under Rule 37A. We are not satisfied even with the rule37A and are asking for modification through gazette notification so as to ensure pension even in case of dis-investment. Neither Rule 37 nor Rule 37A meet our expectations as on date hence we are not to fall in any trap but to remain united. Let us reject the offer made by Sr. DDG (Pers) of BSNL without any further consideration.

DOPT ORDER ON Revision of pension and other attendant benefits of Central Government employees retired/retiring on IDA pay scales and opting for pensionary benefits of combined service in Government and public sector undertakings (PSU).  

BSNL ORDER ON 24/09/05, DOPT LETTER of 2003 above, and RULE 37A framed for BSNL/MTNL creates serious confusion.

Members are required not to believe in rumors. ITSA has not been invited by the DOT  for any kind of negotiations. Keep in touch with office bearers in the Chapters / CHQ. 

ITSA fails to understand the motive of DOT not to fill up even head of circles post in the most remunerative circles like Gujarat, Kolkata,MP etc in BSNL. similar is the case of MTNL. This is how DOT is giving level playing field to BSNL and want BSNL to face competition !!!!!.

Emergency GBM of ITSA has been postponed   to 8th June 2005(Wednesday) at 1730 hrs. The Venue will be  intimated shortly  

CHQ reviewed the status of absorption.  99% Members in all chapters have submitted crossed option forms.  Congratulations for historical unity.

CAT Hyderabad heard the case today. Stay continues and next date for hearing is 17th June 2005. No need to be in panic regarding last date 8th June 2005 to submit option forms.

The clarifications dated 17th May 2005 have already been objected by one of the Hon’ble courts and the subsequent FAQs dated 30th May 2005 are same except that these are in different set of sentences. Rather, further ambiguities have been created by these FAQs.

No concrete clarification on points relating to Pension, Promotions, Vacancies, Inter-se-seniority, lateral entry but additional confusion created relating to two stage above pay fixation in E-5 and surplus cell etc.  

No need to submit anymore options after submission of crossed option form. Please wait for a draft, through your chapters, seeking further clarifications from the Government.

 

 

One of  the Hon’ble Courts has considered the clarifications issued by DOT on 17th May, 2005 and has directed the Government on 26th  May, 2005, “ Until and unless the Government of India completely clarifies the conditions protecting the interest and status of Group – A posts in which they are working, the last date of exercise of option shall be deferred and some another date shall be fixed after the clarifications made prima – facie.  The learned Addl. Solicitor General   shall bring sufficient clarifications on record for consideration of this court.   List thereafter.”

 

Members are requested not to do anything after submitting crossed option form once but keep in touch with circle chapters / CHQ for updates.

More than 80% ITS officers have submitted the crossed option form. 

More Than 2000 representations have reached DOT. The representations forwarded through SR cell of BSNL co are available on BSNL intranet site(Click to read). Earlier BSNL has sought clarification from DOT(Click to read)

Executive Body of CHQ reviewed the situation on 13th April 2005 and decided the followings:

  1. There is no need to wait to submit crossed option form(click to view) after submitting representation. Representation and crossed option form could be submitted on same day. Option form should be crossed and remarks be written in the bottom as per sample.

  2. Biodata sheet should be filled up.

  3. The terms and conditions (three pages) should be enclosed with a remark (Click to view).

  4. The copy of representation (Photocopy of already submitted or prepared simultaneously and signed on same date) should be enclosed with above option form.

  5. Make total four copies and then sign "CROSSED" option form, bio-data sheet and last page of terms and conditions in all four sets.

  6. Bio-data sheet could be got countersigned from immediate boss if in the same headquarters else ignore it.

  7. Make over all four copies to ITSA representative, who will submit three copies with the administration and get acknowledgment on 4th copy for the concerned officer.

  8. Photocopy of the acknowledged crossed option form (complete) will be taken by ITSA representative for onward submission to ITSA CHQ and return the original acknowledged copy to the concerned officer.

  9. You may download complete option form with representation submitted by GS ITSA.

 

ALL ITS OFFICERS TO FOLLOW FOLLOWING STEPS REGARDING ABSORPTION

  1. Send the signed representation through proper channel. Don't wait for Option form to be served. Click to download the format of representation.  MS Word format

  2. On the absorption form strike out the three option and sign as in sample. click to download the sample.

  3. Sign the terms and conditions part of the form with comment "I do not Accept the above terms and conditions as these are not clear to me." Click to Download the sample

  4. Make over the option form along with a copy of representation to the ITSA representative, who will in turn submit it to the designated officer and get acknowledged copy for the concerned officer.

  5. The Photocopy of the acknowledged copy will be sent by ITS representative to ITSA CHQ.

GS ITSA Writes to Chairman PSEB on the issue of Selection of candidate for the post of Directors in BSNL/MTNL

The Public Enterprises Selection Board (PESB) has recommended the names of GS Grover and Niranjan Singh as the Director (C&M) and Director (HRD), respectively on the Board of Bharat sanchar Nigam Ltd (BSNL). Mr Grover is the Sr Deputy Director General (Vig) in the Department of Telecommunications while Mr Singh is the Chief General Manager (S) in Mahanagar Telephone Nigam Ltd (MTNL) in Delhi. Mr Grover will be the successor of NK Mangla, while Mr Singh will be the successor of SK Jain, after their retirement on April 30, 2005. Mr Grover will have tenure of about three years (retiring on November 30, 2008) while Mr singh will have more than two years (retiring on Spetmeber 30, 2007).

Sri R.L.Dubey an ITS officer has joined as Director (Plg & NS) of BSNL on 15/12/2004. Mr Dubey was the Executive Director of Mahanagar Telephone Nigam Limited (MTNL), Mumbai prior to his present assignment.. Mr Dubey has held important assignment including Principal General Manager, BSNL Pune and has the reputation of changing employees'' attitude at work. He is also known to be keenly proactive and aggressive on the marketing front. He had joined Department of Telecom on 22/02/1971.

Sh A K Sinha,  has joined as CMD BSNL on 16.09.2004. He is a 1967 batch ITS Officer. He carries with him rich experience of Planning, Operation & Maintenance of Telecom Networks. He is an expert in Analog and Digital Switching field and Planning of Urban Networks.
